Yeah, nice try, but that's not what he said.   According to mountvernon.org, houstonpress.com, avalon.law.yale.edu and thefederalistpapers.org, it comes from his first annual address to Congress on January 8, 1790 and the actual quote is:
A free people ought not only to be armed but disciplined; to which end, a uniform and well digested plan is requisite: and their safety and interest require that they should promote such manufactories, as tend to render them independent on others for essential, particularly for military supplies.

Another "Let's just stir the pot by making an issue out of nothing" comment.  At least for the people in Utah who keep sharing this - since it's state law that every public school starts every school day with the pledge.

So, just where did you get that figure?  Pulled it outta your ass maybe, because that's not the number I came up with after checking into things.

The highest number I could find was somewhere around 10 billion.  But then there was also information on a lot of that being offset by taxes that illegal workers put into the system.  In the end, there was no definitive number out there, but factcheck.org did say " ...CIS report.... The report found that illegal immigrant welfare use "tends to be very low." It also estimates the total federal net cost of households headed by illegal immigrants at under $10.4 billion, a small fraction of what this message claims.
